Political donation laws quietly weakened in Federal parliament

Last week, Federal parliament passed legislation to weaken political donation laws, making it much easier for federal politicians to accept secret donations from property developers.
This ruling quietly took place against a backdrop of major political news of the US election and Melbourne’s lockdown ending, so how did this come about, and what do we need to know about this bipartisan move?
