The Independent Commission Against Corruption or ICAC was set up by the former Labor government to investigate public service malpractice, but until now it has always done so behind closed doors.
Labor says this was necessary as mere allegations would be enough to destroy a career, while the Liberals went to the election promising to make the process more transparent.
